Who is the Looter in Amazing Spider-man #36

The Looter, also known as Norton Fester, is a fictional supervillain appearing in Marvel Comics. He first appeared in this issue.

Norton Fester was a scientist who became obsessed with obtaining superhuman powers. He discovered a meteor fragment that granted him enhanced strength, speed, and durability. Believing himself to be unbeatable, he adopted the identity of the Looter and embarked on a criminal career.
